The following is a quick look at things every coach must know. You don't want to be the reason a child cannot play nor do you want to put your standing in jeopardy by not following the rules. A complete set of PCJSL Bylaws, Rules & Regulations is posted on the PCJSL website. However, the following includes answers to the most-frequent questions and areas where Pima County's rules are more restrictive than those in the AYSA manual.

Remember, your players have chosen to play for you. You are responsible to them. You have the power to make a positive - or negative - impact on each of the youth you deal with. Please conduct yourself in a manner that sets a good example. Remember to put the feelings and needs of your players ahead of your need to win. From a "rules" point of view, you are responsible for the conduct of everyone associated with your team, including the parents and spectators. From a realistic point of view, your actions will set the tone of your team and its standard of conduct. Your attitude will filter down to players, parents and spectators.

Medical Release Forms: At all times, including practice and games, a coach must have in his possession a completed medical release form for each of his/her players. This must be an original, not a copy.

Player Cards: DO NOT EVER THROW AWAY A PLAYER CARD. They are the property of the Club and must be returned to the club registrar when a player drops or transfers to another team. A player may need his card to guest play with another team, to play 7-a-side summer soccer, etc.

Before your first game, every player's card need to be signed, have a picture attached and be laminated. If this is procedure is not completed, the pass is no considered a valid player pass and the player is considered illegal.

Coaches' Card: Every coach must also complete his or her own card and have it laminated. No game can be played unless there is an administrator or a coach with a completed pass present with the team.

Disclosure Forms: A disclosure form must be filled out for every coach, assistant coach, trainer or team parent/manager. Anyone who works with the children on your team must have one on file. PCJSL will begin fingerprinting of coaches and administrators during the 2000-2001 season. You must comply with this request to be fingerprinted.

Playing time: The coach is responsible to see that each player plays a minimum of 15 minutes of every game.

Game Cancellations: PCJSL expects that all league games will be played. If your star forward is sick, he or she shouldn't play - but the team should! If the flu is going around, it is better to play "short" than to cancel. If you play less than 80% of your scheduled games, your team is subject to being put in bad standing, which would bar your team from further tournament play - including Cup play. Most game cancellations happen because a team is going to a tournament. We ask that your tournament schedule be turned in before the league schedules games. This way, your missed games will be rescheduled as part of the league schedule by having teams play two games on Saturdays and you will not have to worry about canceling them.

If you do not cancel games with the League prior to scheduling, you must cancel the game yourself. You are responsible for carrying out the following:

1.) At the earliest possible time, notify Jeff Leinwand (749-9279) or Pat Dunham (440-5259). This MUST be done at least 8 days prior to the date of the canceled game.

2.) It is YOUR responsibility to notify the coach of the team you should have played. The League will NOT do this for you. Remember that coach will have to call each player on his/her team to notify them that the game is off. Please be polite and give as much notice as possible. Also, give the opposing coach the opportunity to choose a time to make up the game. IF YOU DO NOT NOTIFY THE OPPOSING TEAM, YOU ARE SUBJECT TO BEING CALLED BEFORE THE D&A COMMITTEE AND SANCTIONS CAN BE LEVIED.

3.) It is your responsibility to reschedule the game. Please check with Jeff Leinwand for Saturday field availabilities or with your Club assignor to schedule game on any other day. You will need to make sure that referees will be scheduled. Your club coordinator, Jeff or Pat can tell you how to secure referees.

4.) If a game is not cancelled at least 8 days prior to the play date, you will be responsible for payment of the referees assigned to the game.

False registration: Any coach who is found to have played a player who is over-age and/or illegally registered shall, at a minimum, will be suspended for the remainder of the seasonal year in which the player is found to have played and the following seasonal year. In addition, the team shall forfeit the game(s) in which that player has taken part.

Playing an illegal player: Any coach found guilty of playing or attempting to play an illegal player shall immediately receive a six game suspension. The suspension is followed by a six month probation period. An illegal player shall be defined as any player who the coach does not have a current player pass for and in his/her possession or is not currently registered to that team.

Transfers: These require a completed transfer/drop form and the old player card to be turned in to your club registrar. Please note: For State Cup play, you may not have more than 3 transferred players on your team.

Dual Registration: Dual rostering must be completed at the initial rostering of the second team. For example, an under-14 player could play "up" in the under-16 season and decide to dual roster to an under-14 team during the regular season. To do this, the proper paperwork would have to be filled out and presented at the time the under-14 team is formed and submitted to the league registrar. If you are considering this option you must turn in the dual roster form with your registration at the time the second team is submitted to the league registrar. The player will need to complete two registration forms. You may only roster 3 dual registered players. If a player transfers to another team this nullifies his/her dual registration. A team may accept dual rostered players only if 10 non-dual rostered players are registered to the team. Dual rostering may not take place on two teams within the same age group i.e., a player could not dual roster to two under-12 teams, but could dual roster to under-12 and under-11 teams.

Out of State Travel: The cost for filing travel papers is $40 per tournament. The necessary forms, (Front) and (Back) are included in this manual. Most tournaments ask that travel papers be sent 30 days prior to the tournament. While there is no longer a late free for papers signed after that 30 day cutoff, we encourage you to take care of this in a timely manner and to make sure your papers are received by the tournament within their deadline.

The State has stated that it is their preference that all travel papers include a roster from the AYSA registration database. To comply with this, PCJSL requests that you use a State Office to prepare your travel papers.

Player loans: You may loan or borrow a player to/from another team for tournament play providing the tournament accepts guest players and all the necessary paperwork is done. This includes securing the permission and signature of the other coach. They do require the primary coach's signature, the guest coach's signature, the player's signature and the parent's signature. You are also required to have a State Official's signature (District II Commissioner, State Officer, AYSA office employee) only if traveling out of District (this includes Phoenix) or State. . Processing these forms is the responsibility of the coach borrowing the player.

Injuries: Every player is covered by $200 deductible, secondary insurance. When a soccer-related injury occurs, an injury report form must be completed and submitted to a State Office. Please refer to the AYSA Administration Manual, 2000-2001 for complete information on coverage.

Both PCJSL and AYSA Discipline and Appeals Committees adhere to the following standard suspensions. If you receive a red card during a PCJSL league game, the card will be administered by PCJSL D&A. Red cards at tournaments are administered by the tournament unless the card is given during the last game. In that instance, the report will be sent to the State D&A for action.

Each red card issued to a player in a season during league play increase that player's suspension by 1 game.
Coaches and Assistant Coaches will serve one more game than the standard suspension.
A player or coach (including assistants) receives one caution point for a dissent caution and 2 for yellow cards given for a foul.

It will be the responsibility of the player's coach and the player to make sure that the center referee for games played during suspension fill out the "Suspension Fulfillment" form. The suspended player must be present. The coach will mail (or fax) the form to the PCJSL Discipline Committee head shown on the form. The player pass will be released when a completed form has been received.
